The goals of the Market Square charrette
were to redesign this public space so that residential, public areas and
retail may coexist in an area that is
- Clearly defined,
- Memorable, and
- Vibrant.
Breakout sessions consisting of eight
tables of attendees (estimated to be 150 on June 27 and 100 on June 28,
when the actual drawing took place) identified the following principles
that they wished to follow in the redesign (listed in order of
priority):
- visibility and openness
- flexible uses (e.g., music
performances, market function)
- quality (current level of quality does
not allow the square to live up to what it could be)
- clear edges
- clear entries (to gain a sense of
"arrival")
- connectivity
- innovative programming
- support of retail
- unified character
- strong management and clear policies
In order to achieve the principles above,
the attendees of the charrette identified the following elements that
should be incorporated in the square:
- well-placed trees
- interactive water elements
- quality lighting
- signage
- safety/security
- public art
- historical markers
- retention of "soft" green
character of Krutch Park - connect Gay St. and Market St.
- entry/fountain element at Gay St.
- two-way streets
- recognition that intersection at
Market and Union is key
- alleys are considered positive
After the eight-table session, various
city departments and KCDC met with Mike Fowler.
The $6.8 million of public money that
would be made available for this project is not just for public space
improvements. It would also be used for facade improvements,
property acquisition on Gay Street, and Wall Ave. redevelopment.
